With reference to the letter from this Office of the 10th March, I am directed by the Secretary of State for War to transmit to you to be laid before the Earl of Carnarvon a copy of a letter from Major General Sir W. Alborne, in which he complains of the anomaly in his position as General Officer Commanding the Troops in China, and Senior Member of Council, which the present regulations involve during the absence of the Governor.

It appears that since the 4th April, there have been serious misunderstandings between Sir A. Kennedy and General Alborne as to what would make the latter's position in Council more definite. But it is understood that the General's exclusion from the administration of the Fort is to be continued.
